What is a Bid Manager?

The Bid Manager is responsible for developing and writing proposals. They assist in the coordination of the entire proposal and play a key role in writing major parts of the document.

The person ensures all subsections are pulled together in the proposal and that the whole document reads smoothly. In general, this person understands the company’s business objectives in depth, so there values are interwoven into the final proposal.

As proposals tend to have very fast turnaround times, new Bid Managers will be to digest past performance and bring the management goals into the proposal.

They may write sections individually, with a Project Manager or team members, which will develop the technical approach to the proposal.

Additionally, this person will pull the entire document together. The individual needs to understand the government task order development process and how proposals are scored by customers.

Bid Managers must be excellent writers and communicators. The ability to coordinate a team of people to develop the document is a must. They must also be willing to work long hours and over weekends when needed to complete the proposal on schedule.

Skills with tools such as PowerPoint and graphics packages will enable them to visualize solutions and create graphics to represent these processes.

Bid Manager Qualifications:

  • Experience in preparing Federal, State, and/or Commercial proposals
  • Experience managing and implementing a proposal development processes
  • Experience applying a structured approach to the development of proposals
  • Understanding of the procedures and the acquisition process
