Proposal Writer – Contract

Proposal Writer for long-term contract position with the possibility of it going permanent.

Respond to Requests for Proposals (RFPs) received from brokers, consultants
or employer groups. Coordinate the completion of proposals/bids with a
variety of data on CLIENT health plans, Third Party Administration,
Wellness, Workers Compensation, Life, Dental, ancillary products, alternate
funding arrangements, and other programs offered by CLIENT, its subsidiaries
or external vendors.

Routinely interface with Sales Teams and other CLIENT departments and
subsidiaries. Develop an in-depth knowledge of CLIENT, including National
business, CLIENT subsidiaries and external vendors¹ operations and programs.
Coordinate distribution of RFPs and compile benefit information, performance
guarantees, wellness programs, detailed questionnaire responses, rates, and
other materials. Develop an awareness of competitors¹ bid processes and
programs offered. The goal for each bid is a persuasive, state-of-the-art
response. This requires creativity and imagination for creating responses
and presentations that set CLIENT bids apart from its competitors.

Use excellent technical writing skills with a strong understanding of
competitive marketing concepts to create high quality sales oriented
proposals.

SPECIFIC DUTIES AND RESPONSIBILITIES:

Evaluate RFP information as it relates to CLIENT¹s health programs and what
external vendors will need.

Analyze the RFP in conjunction with the Account Executive to determine what
benefit programs, rates, and funding arrangement the employer group
currently offers and is requesting.

Determine if there are any special areas outside of normal operations which
will require further review from appropriate departments. This includes
areas of performance guarantees, benefits, products offered through a
contracted vendor, reporting requirements and potential legal issues.

Distribute RFPs to other departments as needed, gather pertinent
information, and assemble the information including custom benefits,
performance guarantees, products offered through a contracted vendor, bid
responses, contracts, questionnaires and rates.

Ensure that responses from all departments are received and that proposal is
completed timely.

Update database with any new information, based on responses from subject
matter departments from RFP contributing departments.

Coordinate quarterly review of database by all RFP contributing departments¹
subject matter experts.

Review and incorporate updated product information and benefit changes into
proposals.

Analyze competitors¹ bids to determine why we lost, or why we were awarded,
a bid. Analyze lost bids and recommend changes to management to better
position CLIENT in the future.

Create state-of-the-art RFP responses that will set CLIENT bids apart from
competitors and establish CLIENT as a leader in the RFP/Marketing arena.
Generate a final RFP response in a persuasive marketing tone, highlighting
strengths, and in one voice representing CLIENT.

Use creative and imaginative skills in creating automated computer
presentations for Best and Final offering opportunities, as well as other
presentations and seminars as requested by the Vice President or Director of
Marketing.

Comply with CLIENT Computer Responsibility Agreement. Employees with
internet access are required to comply with the Internet Policies Agreement.
Apply appropriate security and privacy measures to all tasks.

EMPLOYMENT STANDARDS:

Education and Experience:

Minimum 5 years experience in a technical writing, proposal generation, or
marketing environment, preferably in the health or insurance industry.
Bachelor degree in Marketing or Business Administration or any appropriate
combination required. Experience in written communication of large
documents. Experience in utilizing the computer in presentations and
creating computer presentations, preferably automated. Computer experience
on Windows, WordPerfect, PowerPoint, Lotus, Excel, and database software
required.

Knowledge and Abilities:

Must have an overall understanding of CLIENT benefits, products, funding
arrangements, general administration, operations, and claims systems,
including those of subsidiaries and vendors. Requires knowledge of all
departments¹ functions (company-wide) to expedite gathering and maintenance
of current bid information.

Must be able to communicate effectively with vice president and director
level staff, as well as all other CLIENT internal staff. Must have effective
written and verbal communication skills. Must be able to manage internal
administrative and operational details that relate to the bid process. Must
be able to coordinate and translate information into a state-of-the-art bid
response. Must be able to create RFP responses timely, effectively, in a
persuasive tone, and legally correct. Must be able to work under highly
stressful conditions and meet multiple priorities and deadlines. Must be
able to analyze RFPs, competitors bid, and CLIENT bids to determine
necessary steps that will ensure that CLIENT remains a fore-runner in their
industry (and related) fields.
